Does frame decide year?

Does the frame of your truck decide what year it is considered? Like a 73 frame with a 2003 body would be smog exempt, etc?
 
Some states have a Street Rod loop hole. If like the vehicle is 20 years or older and has gone through frame or body changes, you can register it as a street rod and get away with most anything. the guy from Maryland that had an s10 Blazer body on his full size frame was street legal with big fat tires and no mudflaps or emissions anywhere. Might not apply in your case though.
 
You will be using the VIN from the 2003 cab to register the vehicle.
 
Here in Kans-Ass, its the body VIN that determines the year.
 
I'm guessing you care about CA.
In CA it is the frame but you have to jump through some hoops to get it regestered.
 
Offroad Unlimited just built a way tricked out 2001 Suburban Prerunner on a '73 frame to get past this same issue. They are in Burbank, Ca. This should get ya to the article.
