I've used brake clean and a scrub brush. Laquer thinner works too. Comes off easy if the paint is from an aerosol can.....spray gun with hardener...a little more difficult.
It's latex house paint? I bet a minute with some paint stripper would take it right off, just wash the rubber well with soap afterward to keep it from eating rubber.
But it should also come off with mechanical means - like a wire wheel or a flap wheel.
I have one or two tires with some CARC overspray on them. Not much but still noticeable. Was thinking of using hot water thru pressure washing. Driving on and thru sand sounds best but no dunes near me for about 3 hours.
