My driver door hinge bolt is loose. The one that holds the hinge to the truck itself. I've looked up behind the dash but can not find anything to tighten. How do I fix this?

there is a hole threw the dash / kick panel . hard to get to .
small ext and short socket . don't drop a tool in the kick panel .
and then other 2 are handled from the outside .
