I have a Craftsman drill press and the chuck fell off. What is the right way to put it back on?

A brass dead-blow hammer is what I used on mine when I bought it. I've never had it come back off. It you don't have one try a block of wood & a regular hammer. Hit it hard, don't tap it. Oh, and make sure there is no grease on it.

Yep its a taper lock so clean the tapers with brake clean and smack it on there good!

I just raised the table up and put a 2x4 on the table. Then put the chuck on the shaft and pulled down on the press arm really hard. This was installing it.

I tacked welded my old rockwell when it fell off. Just three small tacks around the shaft, held up since.
