Dumb question about smaller bolts in Ez-Inch/Zero-rate

What are they for? I'm assuming right now that I won't need them since I'm not doing an offset right? Please explain...

you're right. If you are offseting the axle, the allen head bolt becomes the surrogate center pin that goes into the perch alignment hole.
