Dumb question.......

1984 K5 , was poking arin under dash and seen a box above brake pedal that looks like a ECU, but I removed the ECU that was near glove box. What's this box above brake pedal ?

Ita a black plastic box , it's close to the gas pedal up under , connected to steering column frame mount

The wiper delay module only allows the delay function.

Yes, if you bypass the module by plugging the two connectors together. If you just unplug it, there will be no wipers.
