E-Brake and Shackle Flip Question

I did a 4 inch shackle flip on my '74 Jimmy, 350 / 350 / 203 / 12b / d44 and now my springs touch the e-brake cables that go to the backing plate. The cables are below the springs right now. This looks like it will limit axel drop. Should the cables be on top of the springs or below them. I'm putting in some degree shims right now and it's a perfect time to fix it.

Mine go under and I had the axle at full droop while the frame was on jackstands and they did not bind up.
