when i connect the vacum line from the egr valve to the egr control solenoid it runs really rough, if that vacum line is unattached it runs fine but i fail emmisions.

any reason why?

I would say that the vacuum to the valve is worng, If it is on manifold vasuum it will open the egr at idle, it needs to be on ported vacuum so that it only opens when cruising.

Sounds like a bad EGR solonoid to me. Most likely stuck open. You should have no vacuum to the EGR at idle.

If your state does a high RPM test you will fail emissions with a non functioning EGR

yeah ma emmisions is a live test on rollers up and down from stop to 45mph.
the egr valve was replaced last month when the engine was rebuilt, however it had been doing this for years back when it was my mothers. Now when it was my mothers, my father would plug the vacum hose to the solenoid to take the test, pass emmisions <while running like ****> then in the parking lot disconnect the hose and it would run fine until the next inspestion.

x2 on solenoid. Should be pretty easy to test, disconnect line to EGR valve, connect vacuum line from vacuum source to solenoid, see if the line to the EGR valve has vacuum. If it does, likely problems are the solenoid is bad, or the wiring is messed up.

If it has vacuum, disconnect the electrical connector and see if the vacuum to the EGR valve stops. That would indicate the solenoid is getting power when it shouldn't.
