So the 14 bolt I picked up for the burb has one very bad grooved rotor, and 2 shoddy looking el dorado calipers. Does anyone have the part number (IIRC its for a 3/4 ton right?) for the rotor or new pads for the calipers?

I also noticed that the springs were missing from the caliper for the ebrake. Is this something that I need to worry about, even if I dont go with the Ebrake?

look up '76 caddy parts and get the caliper stuff done
then find the discs you need that match the 14b, they will be chinese discs more than likely from them, maybe not

Yes. The word is that regular engagement of the e-brake mechanism is necessary to keep the service brake function of the caliper in adjustment.
