electrical problem please help

Ok i have a 1977 blazer 350 motor,I have a relay when i turn the steering wheel it clicks,i have 3 fuse that are lit when the car is off position.accy fuse,tail lamps fuse and hazard fuse,with a test light i found two wires that are constantly on,there red and they go to a plug that plugs into something on top of the steering column,its right by the top of the brake pedal.I have had this problem ever since i bought this truck and i cant figure it out any help would greatly be appreciated.
 
Horn work? It sounds like this might be the horn wire which has a relay. If it is shorted, you may hear the relay activating. just a thought.

The fuses that are "lit", do you mean they have power while using a test lamp? The brake lights, headlights, horn, cigarette lighter all have full time (unswitched) power at the fuse block.
