should i paint the wheels white or try to polish them

Well they are chromed steel right? Depending on how bad they are, kinda tough to tell in the pics, they might clean up well.

Personally, I think they would look good painted white. For the amount of work that it would take to prep them and paint them nice enough to match the truck, I'd look for some new or used wagons or rallies.

Try a little mothers mag wheel cleaner the paste type. Then take a polishing wheel to it. My 2 cents.

The front one looks too bad to polish. I vote get some new or used rallies, too.

Are you running the truck in winter?

If you are, run those chrome wagon wheels in winter and get some nice 4x4 Rallies for summer...'course then you'd have to find another set of tires

If it were me, and this is just me, I would paint the Rally wheels white underneath the center caps and trim rings.

Get the mothers and clean it up! SOS pad first get the rust off then use the mothers and polish it. Next put some good wax on it (not the liquid crap).

+1 on what metro said, those should clean up fine, had the same wheels on a CJ5, same kinda condition, and they cleaned up fine
