Emergency Break Pedal Will Not Go Back Up in 1983 Chevy Suburban

I got a 1983 Chevy Suburban Dually Conversion with a 454 Carb V8(I'll post pictures soon).

The Emergency Break will not spring up while it's suck all the way to the floor and when i pull the break release lever it does not spring up
 
Cables are probably corroded inside their housings...

This happens often when the E-brake rarely gets used,most vehicles with automatics rarely ever have them applied,and the cables seize up after years of not moving--they'll "apply" usually because the pedal creates quite a bit of leverage,but they must be free to slide back easily, when you release the E-brake,there is only a coiled up spring on the forward pedal cable to "return" them to the not applied position..

It might be the pedal ratchet mechanism binding up too,but its not common for that to malfunction..
