On startup the engine is running really fast. It is not racing but it just has high rpms. The engine has not come off high idle yet. Do I just need to adjust the high idle on the carb? How should I do this?

Sounds like your choke is stuck. Which carb do you have?
78 350 quadrajet... it does not have the electric choke
passenger side of carb, near the bottom of the linkages facing the front of the motor.
