How do you replace an EVAP canister filter on a 73 to 87 (1988 to 1991 R/V) GM truck? I did a search on this site and Google, but I cannot find anything on it.

Mine has a clamp screw and a couple hoses, that's it. It should be straight forward.

I am talking about opening the EVAP canister, and installing a new filter. The canister has already been removed from the bracket, and all vacuum hoses removed.

all i have ever seen are sealed / melted together from time of manufacturer .

You are correct...it does look plastic welded together. Auto parts stores do sell a replacement filter for them though. The only info I could find so far is that the filter is located on the bottom of the canister...SUPPOSEDLY.

I thought it was unserviceable. Interested to see how this turns out.

You are correct. Even though auto parts stores sell a replacement filter for EVAP canisters, and after figuring out a way to service an EVAP canister, chance of failure is so high that for all intents and purposes...EVAP canisters are unserviceable.
