Ever used a Holley TBI?

I got a new TBI (Holley 502-6 670cfm) for my 89 Jimmy. I've got everything dialed in except for the pressure regulator. Holley recommends 15psi. Should I set the regulator at idle or at a specific rpm? Also, can you hook up the pressure gauge on the fuel rail after the filter, or do you have to hook it up right behind the TBI? Any help would be greatly appreciated. Thanks,
 
I had one on my FJ40, And I did the reg. at idle I also put a pressure gauge just before the inlet. So I could see it.
