Failed Inspection. Help

I failed inspection today with my 1983 Blazer for not having catalytic converters. Yet every law i find says that in texas if a vehicle is over 24 years old it is exempt. so i will be printing out the law and taking it with me to a different shop tomorrow. However does anyone know if a 83 blazer came stock with cats?
 
Not for sure, but I'm thinking no. Go to a different shop. They should only be making sure you have a complete exhaust system w/ muffler with the safety inspection, if they even go that far.
 
there was a sticker under the hood that had the factory emissions info on it....I think most have faded/diapered. worth looking for.
 
They might require that it have all the original equipment that came with it on it. No matter.

yep, and in CA even if it's only registered for Off Road Highway use only, it still must have all original smog equipment. So even if I can't pass and "green sticker" it (offroad only) it still needs the goods
 
Technically it's federally illegal. Not sure how that works at the State level, but I'm almost positive it's one of those "can add too, but not take away" laws...TX can't say you can remove the cats when the feds say you have to have one. They may not have to look, or care, but they can't say you CAN remove emissions devices. Converters are just one that the EPA has specifically spelled out. If the vehicle had one, you can't remove it. And if it didn't come with one? You can't add one.

You'd only have one, and yes, unless it was a diesel, it came with one.

I've always wondered, since when it comes to emissions there is no "off-highway" exemption by the EPA, how any racing class that uses a production vehicle, is legal.
 
All that being said, there are shops that will pass you, just have to find the right ones. IE: Don't go to Jiffy Lube or Kwik Kar.....
 
Turns out in Texas 1984 and newer have to have emissions. Mine being a 1983 allows me to run hooker headers and dual flow masters with no cats or emissions junk. Went to a different shop and got passed with out so much as a glance
 
Yep, Texas is 25 years and older= no emissions, so it bumps every year. When I started driving, my '70 Cutlass was only 2 years out, this is making me feel old. On the other hand I like it because it makes newer stuff open up for projects every year.
 
Well it's 24 and newer get the emissions sniffer in the tailpipe. 25 years old to 29 years old don't get emmissions checked but they have to have the stuff. And 30 years old doesn't have to have anything. The laws are strangely written at best.

The shop you went to was wrong as well all vehicles after 1968 must have their emission's equipment installed. Only thing is it is not required to be tested if the vehicle is at least 25 years old they just do a visual inspection. It is only tested in counties that require emissions testing.

FYI the shops that fail to properly inspect vehicles can loose their license to do so and face thousands of dollars in fines.
