Filling up woes

I just threw in a new gas tank.. and for some reason the pipe on the tank sits ever so slightly higher than the filler hose pipe.. so it doesnt run into the tank.. well it does but very slowly and only after backing up and coming out of the filling hole! I tried lowering the tank to correct the angle of the hose but I still have the same issue . Has anyone had the same problem and found a workaround? I can lower it more but is it SAFE to have it so its not tight against the frame? I'd be worried about it bouncing if its hanging down an inch or three.

Yes I did hook up the vent. I can get the gas to run into the tank IF I apply pressure on the right sections of the filler hose to make it run in. I too thought it might be a vent issue because the gravity alone from the high point of where the gas enters should be enough force to push the gas up that slight incline to the tank. But I have the vent hooked up.. pretty much the only way it can be hooked up so I dont know how it could possibly not be working?

Is it unsafe or not recommended to keep the tank hanging a few inches lower?
