so i put a 4 inch lift on my truck and my steering wheel was cockeyed so i adjusted the drag link arm but do i also now need to adjust eh tierod because the end of it on the drivers side of my truck is griding my wheel??? I think that i called each part by their correct name.
 
You shouldn't need to adjust the tie rod, it has nothing to do with the lift or suspension.

When you lifted it, you probably put different tires and wheels on didn't you? Do you know the backspacing on the wheels? Its probably too much and is causing your tire to hit the tie rod/steering knuckle.
 
it has the rally wheels but can i just shorten the tierod where it screws on the passenger side.
 
The tie rod is hitting because of backspacing on the new wheels like 38377k5 said. Adjusting the tie rod will adjust yo toe and jack the alignment. The knuckle and tie rod end are conected and statinary to each other, that adjustment is not going to change that spacing.

The tierod is the one that goes from one side to the other; if it is hitting the wheel now, it should have been doing so before. Lifting the truck won't change the knuckle-to-wheel geometry.

The draglink is the one that goes from the steering arm on the knuckle to the steering box, the short one that goes front-to-back.

I think you need to post a pic so we can see what you're talking about.
