I think the best first modification is lockers. If you can only afford one put it in the front. Lock-Rites for the smaller tires (under 35's) or Detriots for the larger tires. You would be amazed at the difference a locker makes.

personally i would go for a lift and tires first. people need to get a taste of open diffs so they will appreciate lockers down the road.
