Fixing Palomino Paint

So you've all seen them: the early-mid '90's GM trucks with white paint that's peeled/flaked off in patches to reveal the primer underneath. My Suburban has it. It's lived its whole life in the SoCal desert, so there is no rust or further damage.

What is the proper way to address the issue and get it back to all white again?
 
yup, GM was overcooking their primer... standard autobody procedures for repair, sand the primer areas, featheredge the paint edges (something in the 180 to 220 grit on a DA or palm sander wiil do the trick), reprime the area, paint as necessary..

Thanks, Ryoken...I think I get the gist of it. I'll have to think about if this is something I want to tackle.
