Flat tow with full hydro steer?

I've got a buddy with a '78 CJ7 with stock axles and he is planning on going full hydro steer this spring and another with a '91 CJ that is running GM 1 tons with full hydro steer. Is it possible to flat tow full hydro? :dunno:
They are thinking that the hydraulics won't allow the front tires to turn when flat towing. Any help or advice would be greatly apprecated.

I have never flat towed but it doesn't seem to me like it would work.

They hydro steer can turn without the motor on but it is very slow and behind a truck if the tires need to turn I would imagine they would do it much slower than needed
 
The better question is why is someone, who is wheeling hard enough to warrant / install full hydro, on 2 rigs, flat towing to the trails?
 
He is flat towing right now. He is planning on having a trailer later this spring. The guy with the '91 Jeep already has a trailer. The guy with the '78 is going full hydro due to steering issues with the lift and tires he's running now. We spent quite a bit of time fixing his steering on the trail this summer and fall. He just wants that extra insurance on his steering.
