flip up passenger seat rod problems

theres is a rod that goes through the passenger seat with two 1/2 inch nuts on each side what is the best way to take the rod out becuase i tried holding the threads with needle nose pliers as hard as i could and still the rod just kept spinning with the nut what should i do?
