Floor Repair-Seatbelt Kick Panel/Floorboard Rebuild

I have some questions on how to weld in a patch for the seatbelt area. Mine is infested with rust and im not sure how it looked factory so im lost on how to fix it with a flat piece of metal. Another words i dont know where to weld it securely. It looks as if there is a frame or thicker section next to were the bolt for the seat belt was. Heres some pics of a patch ive already put into place(horrible first time welds i know) and of the area im talking about.

Look in Rene's (tRustyK5) thread. If I remember correctly, he has pics of that area when he repaired it.
 
Its not that much thicker. If I recall correctly, there is just an extra lip of metal there. If your cage is going there, I'd definately beef it up.
 
UPDATE
Well after decision making and cutting. I have removed that patch panel and have now cut out alot of the rust. We are going to be putting a piece of 2in angle iron along underside of were the bolts bolt the rear floor to the 6ish inch raise of the floor board. Here is a pic of the pass. side mostly all cut up.

We had to weld the cab support back to the side of the cab(i guess thats the correct wording) Now we are gonna do the drivers side this friday so we can put the angle iron in. It will have vertical box tube to support it kinda like it was stock. Since the stock vertical support thing was rusted and not connected anymore. Once we do that we will start working on patch panels for the floor.
 
Could anyone direct me to a picture of this area or post a picture of what this looks like without the rust:doah:

Ok i know that there is a flat panel for #s 1 & 2. Im just confused on how the curved piece would finish up following the door. Heres what im refering to
