Could be gov or stuck tv...did u already check the fluid?
Could be a th350, they were stock in 1981 have a loose kickdown cable in the same spot as the tv of a 700, I've had a few th350's that would only stay in first gear. A pic would help.

My buddy came to look at it and the vacuum like was off and it's bad. I'm gonna get some line tomorrow and see if that helps

The governer cover can be semi-easily removed.
Take a center punch, and a hammer, and tap the rim of the cover.
It'll take a bit to free it up.
Be very careful not to deform the cover.

Oh boy... IF there is a vacuum line going to the trans (th350), and that line is off, or broken, it will keep it from shifting out of first.
