my moms ford wind star van wont start. when you turn the ignition, it turns over twice and then whines. i think its the starter but i want to be sure before i replace it. any advice to whether or not its the sarter?

Sounds like the starter drive clutch is going south,if it wont spin the engine over more than a few revs before if kicks out...could be stripped teeth on its gear or the flywheel/flex plate too...the stater needs to come out to inspect the teeth.or replace the starter drive--usually its best to get a new or rebuilt starter,as the rest of it is about "done" by the time the starter drive acts up...

make sure the battery is good and the terminals are clean. Ford PMGR starts will do turn over a bit then spin if the voltage is low.
