I am working on a project and need to know the diameter of A and B Like a washer.

Well, the specs on the hole say its a 13/16 inch with 16tpi. So, its going to be real close to 13/16 inches.

OK, not sure, but I think you may be reinventing the wheel here.
A remote filter setup should have all the pieces you need to control the flow into and out of a filter or an engine.

The part that the filter screws into, has a fitting hooked to the center hole and another to the return holes.
And the part that hooks to the engine has fittings for both also.
Thus, you can run the oil where and when you want it.
 
I have a pipe thread that fits and didn't want to buy a hook up. I want to use washer to make two outer holes to allow slower out put.
 
Well, I'm in the office, things are happening, and I am working under a mild pain load. So, maybe its just my distraction.
But for the life of me, I cannot figure out why you are wanting to starve the bearings for oil, and increase the pressure on the oil filter seal to see if it will leak.......

I know there is a bypass built into the filter in case it stops up, but your washer would "bypass" that.
However, somewhere in the back of my mind I want to say there is a bypass built into the oil circuit in the engine that will bypass the filter completely if it gets plugged.

Otherwise, the oil comes from the pump to the filter. If you cut down on the flow from the filter, you cut down on the oil to the engine.

Of course, if you are using the filter for a non-automotive filter, then it makes more sense.........

If I picture what you are trying to do, you are trying to find a washer that will seal against the oil filter gasket?

I find it a lot easier to deal with decimal. If your washer is 3.25" OD, and the filter gasket ID is 3.1", technically it would work, but I don't think you'd get a very good seal, and you'd have to be very careful on centering the washer. Plus it would need to be decently thick to seal very well, if you were going to use the filter threads to clamp the washer.

Do you have a piece of flat steel that is maybe 4x4" square to use as your "washer"? Drill the right diameter hole in the center, and you are done.

Well, I am just a ray of sunshine today. Fraid you are going to have trouble with the PH30.
Lots of cheap unpainted, uncoated steel. If the water keeps moving, you might be OK.
If it sits for long, its going to be nice and red when it comes out.

If you are dealing with people with iron deficiencies, might work OK though.

I have done lots of water filtration over the years. Beverage industry, ice machines, water fountains, fish tanks, plus I have a 90 square foot Harmsco filter on one of my wells at the farm.
