Frame Damage

So I'm looking at this cheap Blazer and the owner said that one spot on the frame has a plate put over it and stitch welded due to some kind of damage that occured. Should I totally disregard this truck because or is it something that might not be a huge deal?

What year Blazer is it? In many cases you can find a good frame with a bad tub to replace the frame. The thing to look at is whether or not the body is in a condition that would be worth fixing. If there is little to no rust, then it might be worth it to pick it up for cheap and find another frame with a rusted out body. Just my opinion of course.

That kind of depends on what you plan on using the truck for and where on the frame the damage and repair have been made.

Where is this damage? A lot of Chevy's have a patch plate under the steering box. If the repair was done correctly, it's not really a problem.
