I haven't used it myself. Is it an encapsulator like POR-15 or Rust Bullet? If so, it's typically not recommended on this board. Simply because when off road the frame gets scratched and then the coating will just start peeling off the frame.
Usually I go for the good ol quart size can of Rustoleum available at the local home store, hardware store, wally world, etc. It's cheap, readily available, easy to work with, somewhat forgiving, has a few decent color choices and easy to repair if it gets scratched or chipped. Clean the frame up as best you can, get all the grease and oil off of it. Use a wire brush to get all the loose rust off. Wash the frame with soap and water and let it dry. Then brush, roll on, or put the Rustoleum primer in a gun and spray it on. When the primer is dry or at least ready for topcoat, apply the color topcoat. I've been using the red/brown primer and semi gloss black, brushing it on.
