front fender alignment

[PAVEVENT SUCKS]

after adding new rocker pannels,and front cab mounts,by a really shotty body shop,I got tired of waiting for my truck so I brought it home and installed the floors myself,everything looks good now exept the top nof the fenders dont pull into the hood far enough,Ive loosened the bolts but the fender still sticks out 1/2 from the door,do I simply cut the weld and retack it?I dont want to make more work out if it than I need to,any replys GREATLY appriciated.
