Front leaf noise

I noticed the back pad that attaches to the 2nd to last spring in the rear next to shackle is toast. Would that spring moving without the pad cause a popping noise turning? Everything else is good and tight on the front end. Can you get new pads and rebuild the pack? They are tuff country springs.
 
you can get new plastic pads. I made some coil spring upper pads outta round 1 gl plastic jugs worked great.
 

These are the spring pads you want for Tough Country springs. I had to buy a couple before I found the right size.

To replace them: Jack up that corner of the vehicle, support it at the frame, drop the affected corner to get all the weight off the spring, then get a couple pry bars and work on the leaf spring until you have the 1/2" or so of space you need to get any remnants out and the new one in. Dont even have to remove the tire if you can jack the corner up high enough.
