is it possible to make the front reat shackles longer to get about 4 inches of lift? if so what type of steel should be use?
 
No, you will kill your caster angle and it won't work. You need to use lift springs for the front. A small amount of lift can be had out of extending the front shackle but not 4".

I am not 100% sure what you are asking but I assume you are asking if you can make the back hanger on the front springs longer to get 4" or lift.

The answer is not really. You would need to lengthen the hanger by 8" to get 4" of lift at the axle. By doing that you would throw driveshaft angle and caster/camber WAY out of wack.

That is fairly difficult because one of the perches is cast into the diff housing.
