I recall (though it’s been years) the seatbelt bolts were unique in that the shoulder area bottoms-out before the head of the bolt pinches the seat belt tab. The idea I think, was to allow the bolt to be fully torqued down but still allow the belt to swivel around the bolt to always stay in perfect straight alignment.
