I’m frustrated and unsure, shouldn’t this wiring junction be hot all the time?

Yes. Wire from starter should be the hot lead. Somebody has messed with it looks like (blue wire).
If there is no power coming up from the starter it may have blown the fusible link.

Yeah I’ve monkey’d with all of it. I have no power and was headed for that fuselink but hesitant.
I screwed up and pinched a wire causing all kinds of issues so instead of wheeling I’m chasing gremlins.

That Orange wire is I believe a fusible link wire for the interior dash.
If it’s original, the wire That feeds that junction block is coming from the starter has a fusible link on it down by the starter.
