fuel gauge problem???

i have a problem with my fuel gauge and not sure where to start. if i fill my tank up it says i have a quarter of a tank, does that sound like a problem with the gauge or with the float. gauge has been like that since i bought the blazer 2 years ago. i believe it has a 31 gallon tank if that matters?
 
Pull the fuel gauge sender wire. (Connector back near the tank) With key in "run", gauge should go well past the readings printed on the face. Now ground that wire to the frame. Gauge should go well past readings the OTHER direction.

You need to wait a few minutes (typically) for the gauge to respond fully.

If gauge responds as I mention above, gauge and all wiring up to that connector are good. Tank ground to frame is a typical problem spot.
