Fuel guage/ amp meter

Both are dead. Rest of the guages working.

Should I have to have the fuel tank properly grounded to have the fuel guage work? Can I ground it by hand with a wire to test this?

Amp meter feeds off of what?

I will be taking part of the dash apart to replace light bulbs anyway. I would appreciate advice from folks that have already been there. Save my pea brain some time.

Fuel tank sender needs to be grounded, but yes, you can do that with any wire to ground. Anywhere you can get good contact on the tank SHOULD work for ground/testing purposes. (I mean you can run a wire from the tank to the frame for ground as long as both wire ends are actually making contact with the base metal)
 
I may be wrong but I thought the tank's electrical connections were isolated from the tank itself? Less likely to have a spark potential.

My tank has a wire from the sending unit to the frame cross member forward of the tank. The wire terminal was all corroded and not making a good connection when I pulled my tank the last time.

Ammeter - no idea. Check the obvious - fuses, wire connections, fusable links before opening the dash.
 
As I recall the sender wire (and if electric pump the pump wire) is insulated from the tank, but the ground wire is crimped or soldered to a tab on top of the sender. Since the sender is held onto the tank with the metal lock ring, it SHOULD have continuity, thus a ground anywhere on the tank should work.

While I'm not saying you should tempt fate, spark is very unlikely to be a problem with a fuel tank. The air/fuel ratio in a *sealed* tank is not conducive to ignition. They use an electric motor in there. :)
