What engine are you dealing with? SBC just need to remove the fuel pump and the block plate and the shaft will slide out. BBC just need to remove the pump and then the pipe plug below the pump and it will slide out.
its not. 4 bolts. take off the fuel lines to the fuel pump, then the two bolts holding the fuel pump in place, remove pump then take off the two remaining bolts that hold that plate in place. then itll fall out.
when you reinstall it just pack the end full of grease and shove it back in the hole it will stay there and really help with reinstallation of it

theres a bolt hole on front of the block that if you put a longer bolt in it....it will hold the rod like a set screw, just remember to put the short bolt back in before you start up.
