Fuse block problems

The battery receptacles at the bottom (labeled L) have no power to them.

Anyone have any ideas on how I can go about getting power back to them?
I miss my dome lights and the radio having saved stations :haha:

The battery receptacles run off the horn fuse andddddddddddd that was blown
 
I know my horn fuse likes to blow constantly (it's also tied to your cigarette lighter). I'll probably just end up replacing it with a blade circuit breaker so I don't keep going through fuses.
 
I had a cigarette lighter cell phone charger with a poorly designed plug. Everytime I plugged it in it would spark and blow the fuse. I got tired of changing fuses, so I eventually got a blade style (ato/atc?) circuit breaker like this one...

Anyone know a less expensive way to get a hold of them?

That style circuit breaker was common in GM cars and trucks for the power window and locks. Hit the local junkyard and start looking in cars for them.
