gauge issue

I'm looking at buying an 80 C10, all the gauges are pinned to the max, oil, amps. I would assume the gauge cluster is bad internally since its all of them or they are all finding a ground. I'm sure someone has seen this, is it the printed circuit on the back of the cluster? 1980 c10 shouldnt have an amp gauge. if they put a 73-74 cluster in, then you might find the problem there as i dont beleive the wiring swaps over.
 
Maybe its Volts then. I know its like my K5, but has a clock too. Something is up with it. Runs like a champ though, mild 350 with an SM465 and a 12 bolt. Short bed with dual tanks. Nice little truck, needs some cleaning up and the interior redone. I have always wanted a 2wd short bed hot rod.

Think that I did notice, so you may be correct, is it had the auto trans shift display in the cluster. He said it use to have a cover on it that fell off. Does that sound right? The column has no shifter or place for one on it.
