general - brake pedal shudder when stopping

this should be basic I know, but what does it lead to if the brake pedal shudders under braking. g/f's car she just bought from here brother in law is doing this.

If it's like 'pulsating' then it's a warped disc. Shuddering?? not sure...wheel bearing??

Jenn's Honda does that if you're tryin to woah it down from 60 and up. Specially around 90. /forums/images/graemlins/screwy.gif
I'm pretty sure her disks are warped but we haven't had the money and the time simultaneously to be able fix them.

Useually roters, ive seen it be a wheelbearing sometimes too!
