I've been offered a trade on my Willys for a running 1969 CJ5 but the CJ5 doesn't have a title.

Anyone been through a process to get one that works well and would transfer into Virginia easily?

In Tennessee, we need a bill of sale with the info showing. Some states do not older vehicles. I have to go to the DMV tomorrow. I could ask covertly what I would need to do for sure. As if I am buying from out of state. and bringing it in. What state is it in now?

this has some more info; you may be able to use a bill of sale since it is so old
We attempted to get a title for an old Camaro through VA's process and they denied it without ever telling us why and I don't know of a single person who has had any luck with them.

They're a HUGE PITA about this stuff. But I'll have a look and see if anything has changed.

Best bet is to make friends with the local tow yard you can trust. Have them impound the vehicle and they can obtain the title through their business. I may or may not have done this in the past and it works 100% of the time. Not in VA but I image its the same for this process everywhere.

Too bad the Vermont title deal got so much exposure online that they closed the loophole. Because that situation is the one that would have been super easy to accomplish.

I remember that. I was buying up vintage Japanese motorcycles with no titles obtaining the titles through Vermont and reselling them. I did that for a long time. I didn’t know they closed that loophole.

Yep they passed some legislation closing the door on "America's DMV". Apparently, some folks were washing titles of stolen cars.

I've done the bonded title thing before. In Iowa, but I'm sure it's similar.
Reading about it sounded complicated as h3ll, but really it was cheap enough and stupid simple once I actually did it.

May be a way to do it as a 'kit car' or utv. There's been a few places online over the years that help in getting them titled - from more friendly states. After it's got a title from some state you could prob sell it..

Something like dirtlegal.com

Find an old clapped out (with title) CJ5 for dirt cheap and buy it, use that title for the good CJ5. Not much different than swapping cabs on a truck. I’ve found in these situations it’s best to do it and then deal with the dmv rather than ask first as usually the dmv only deals with normal people buying or selling cars. Buying old rotted out junk without titles and rebuilding it is weird in their eyes so they don’t know how to handle it.
