GM 290hp motor will it smog?

Sure, as long as you put the smog equipment from your original engine back on it (mainly AIR and EGR). That engine comes in long-block form (no intake, carb, etc), so that shouldn't be a problem for you.
 
I believe here in CA you are supposed to pass for the latter of the two. If your engine was available stock in an '84 then it needs to pass that years regs. If your engine wasn't available until '90 then you have to pass for '90 regs. Conversely if your engine was stock in '80 then you'd need to bring it up to '84 regs.

Best bet is to check the CA web site yourself. Should be in CARB regulations or maybe in the DMV section.
 
If California allows the motor in the vehicle , and you have the correct California smog equipment , I would think it could pass a test as long as that engines cam isn't too wild .
 
If you are looking at the GM Goodwrench 10067353, yes it will. If you are looking at the 12499529, it probably will. I used the 10067353, with Edelbrock legal heads, Edelbrock legal intake manifold, and a Comp Cams legal cam; all on my 1985 Burb. I passed SMOG "no problem" to quote Mr. N. Korea.
 
The only thing that matters is that it passes visual (aux. equipment) and the sniffer. You can easily do that with that engine. The part numbers of the heads and internals are irrelevant unless you REALLY piss off the wrong person. Small block chevies look the same from the outside.

Getting it to pass the sniffer is entirely feasible with that engine. I've got some pretty lumpy cams to go just fine by leaning out the carb and retarding the timing.
 
On the visual stuff and functional checks, they tell you what's wrong and you have the opportunity to fix it and retest later.

On the sniffer they give you the numbers that you tested at versus what's allowable, and you have the opportunity to fix it and retest later. If the numbers are way over what's allowed, the vehicle is labeled a "gross polluter". You still have the opportunity to fix it, but you then have to retest at a referee-only shop. Those are places that will scrutinize the vehicle and don't offer any repair services.

You have to do this every two years, and you can't renew the tags without a passing smog check.
 
Im not sure what motor to use 10067353 (250hp) or the 12499529 (290hp).
i like the 250hp because i know it will smog but i like the 290 has more power and better pistons. But is the cam to big for a truck i plain to tow with. I could get eather motor and change the cam to a truck cam, but there goes the warranty. What do you think?

Hold on there; if you are willing to spend for a torque cam, then get the 10067353, and then pump it up. A torque cam from the likes of CompCams, and an EGR type intake manifold (Edelbrock), and you will be smiling.
Just a note, when I was trying to get my '79 Cad Seville to pass SMOG, with a foul cat convertor, the tech told me that CA allows +/- 4* error on the timing.
My .02; do the new motor "break-in", and then retard the timing to 5* BTDC. I say 5* because your nominal timing is probably 8*.

I have that engine and hate it.

It's a re-cammed 260hp motor. The cam is an old 60's Corvette cam that was originally used in a 10.5:1 motor, and in the 8:1 engine it sucks. My gas mileage dropped considerably and I have no low-end torque.

My results are not unique. I've read about that motor on other forums. A friend of mine put one in a 1979 Firebird and he can't even spin the rear tires with it.

Just my $.02.

The 12499529 is what I have... another thing I forgot to mention. The overlap in the cam means a *lot* of your gas just goes out the tailpipe. When idling, stand upwind unless you like headaches and smelling like gas fumes.
