Here is a tip I learned awhile back. It works well.
If your p/s pump is full and does have air in the fluid, but is still noisy.
Put some limited slip friction modifier in the reservoir. Not alot 1 or 2 oz will do the trick.
If have only tried it with Motorcraft XL-3. On both Saginaw and Thompson pumps
 
Lucas P/S treatment sometimes silences noisy pumps--many Ford ones that growled and whined after being run low on fluid due to a P/S hose leak were silenced after adding that to the pump at my friends shop..

I have read tractor hydraulic/transmission fluid also works,some Jeeps that have noisy pumps went silent after replacing the P/S fluid with that..
