Guage issues

Just swapped the body on an 89 K5 blazer, which involved removing the entire wiring harness of course. Not everything is hooked up yet, (rear taillights, and doors). The problem I noticed when I started it that the gas guage goes up when I rev the engine and back down to around a quarter tank when at idle. Maybe a ground issue?
 
I'm going with ground issue. Make sure the tank to frame ground is in good shape. If the issue is elsewhere, one would assume all the rest of the gauges to respond similarly since the cluster gauges share grounds.
