Don't really have time to do a video review, but i can answer specific questions or take specific photos if you want.

$239. $254 for me after tax. This is my first real rolling tool cart so i figured i'd start off smaller; i intend to add more. It seems ok quality for what it is. i think harbor freight quality is improving?

Fairly easy to put together.

 
Its actually very good. A buddy of mine has two side boxes on it and its 850 pounds rolling. He had to plate the bottom but other than that its stock. I have mine for the house and it is very worth it.
 
I am going to get one to put all the diff tools in, should have done before the tariffs, on sale they were 179.00 now sometimes go sale for 199. anyone notice HF isn't having sales anymore?
 
Love mine. I went and removed the rear latch assembly for the drawers so I can open them with the lid closed. Very handy when your using the lid as a workbench.

Not over here, they still do sales and now their coupons last longer
I never buy anything not on sale, sale price is the only price I pay.
And to the op, yes their quality is improving because they started buying the factories that make tools for other brands like craftsman and cobalt and some others I can't remember.
 
I still want to get a rolling box like these from HF,but haven't yet,I'm getting sick of having to empty out the Blue Point hip roof tool box I have that is like a tackle box,to find the lone tool I need WAY at the bottom,buried under all the others...
I bought a rolling cart to put the box on,but that only makes rolling it around easy--not finding the buried tools..also that tool box weighs more than I do full I think,I cant lift it!..plastic handle would probably break off if I could and let it crush my feet too..

HF opened a new store only a few miles down the road from my house over a year ago--but I've resisted going in there because I know I'd go wild buying up all kinds of stuff--I need a 4" grinder and some other tools and stuff like zip ties and wire terminals,but lately I haven't been out in my garage hardly at all..

I used to practically live out there before my parents passed,now I'm getting old and out of shape and am not too enthused about fixing things when my body aches like hell from bending over,kneeling down,climbing out from under a vehicle a hundred times...only do what has to be done now ,but would like to be able to do a lot more..

Having the rolling tool box would at least save me the frustration of spending more time hunting for tools,than using them..
So far HF hasn't sent any flyers out since the pandemic,I hear they are "back ordered" on some items like their air cooled gas engines due to China being shut down and shipping delays..seems every time I do see these tool boxes on sale,its the same month my property taxes come due...cant pay them and buy the box at the same time..

They mostly do email now.
