Looks like a ground issue to me.
When I pulled the fender off the Pass headlamp was working fine, but when I removed it the tabs came off the back of the lamp, so I replaced it.
The drivers side works on high beam.
Is there a ground wire on the pass side?
Side markers and front marker work.
