Heater controls kind of work Need help please

Ok I have searched with no answer to my problem

When ever the heater controls are on Heat, vent or any of the A/Cs its a 50/50 between the floor and the dash vents.

I have already taken apart the Vacuum heater control valve assembly #265 and cleaned it out, it's good. so what is it then?

the actuator at the floor is working fine. its just something of the dash vents and floor blending
