Is there a way to look at the distributor and tell if it is HEI or points?

Yep.
Look at the distributor cap. The points cap is smaller in diameter and has a tower for the coil wire in the center. The HEI cap is larger in diameter and has a big square-ish coil in the center.
Also....the points cap has 2 hold downs and the HEI has four. /forums/images/graemlins/waytogo.gif
