Help Please! VAFPR not working!

I installed a VAFPR along with a FP gauge and new lines with a few other TBI upgrades. I reused my stock spring as im not planning on running over 15 psi. According to the instructions one full turn of the adjustment screw is approximately equal to 1 psi change so i installed it with four full turns to get me in a range of 14psi. However when i fired up my truck it pinned my guage to 15+psi (gauge only reads 0-15) and so i backed my spring out a few turns with no change in pressure. Now the screw is all the way backed out and the gauge is still reading 15+ psi. Im really confused to what is going on here and was hoping for some sort of direction. The truck seems to run fine but the adjustment screw seems to have no effect on the reading. I just replaced the diaphragm and seals and have reassembled it numerous times to make sure i didn't screw something up. Below is a picture of my fuel line set up with guage mounted as well. Is this an acceptable way to mount the gauge?

The gauge mounting is fine but sounds like there is an issue with the regulator diaphram not being installed/seated correctly.
 
I was trying to check for that but it seems pretty straight forward???? You just put the diaphram in piston side up so that it covers the hole and the spring rest in the ring on the opposite side ans line up the guide pins to the exposed rubber holes. Not sure how one could mess that up??? its a brand new diaphragm too and i don't see any damage. Anyone know what i would be looking for to test if it was bad?

Are all the diaphragms the same?
