So I pulled the IAC out. Looked a little cruddy so I gently took it apart and cleaned it. Used a little Hi temp grease to lube a reassembled.

Then I found the minimum air setting procedure here and warmed the truck up to operating temp. Shut down and jumped the A and B terminals on the ALDL for 30 seconds. turned the ignition off and pulled the IAC plug and the jumper restarted the engine and got it back into closed loop according to WinALDL and set the idle down to 400 rpm and it idled pretty good. And I had to turn the idle down it was up at 525.
Turned engine off and plugged in IAC tried to start truck and it was still idling at 400.

What did I do wrong?

400 rpm is too low. When setting the minimum air adjustment, the truck needs to be in gear (assuming it is an automatic). It should be set to 500-550 rpm. You may need to do an iac relearn as well

You did a portion of the procedure incorrectly. With the ALDL A and B terminals jumpered you need to turn the key on for 30 seconds minimum and while the key is STILL ON then you disconnect the IAC connector BEFORE turning the ignition off and removing the jumper.

Also as was already stated the proper minimum air adjustment is 500-550 rpm's with the trans in gear if an auto vehicle.
