Help tailgate handle screw threads

Any suggestions get these screws out?

Drill the heads off, can you get an almost straight shot at them.
Tedious needle nose vise grips, get some penetrant oil on the threads at best you can, tap on the screw heads with ball peen after you oil. Then try the vise grip.
Weld a nut use a wrench

It’s looking like that’s gonna be the way
Definitely don’t wanna screw it up since it’s such a tight fit I’m thinking go to my friends and have him weld the nut onto it. Me and a drill bit could be a messy operation.
